<p align="justify">Intel is also heavily reliant on Vietnam to meet its <strong>outsourcing</strong> needs. In October of 2006, Intel Capital, the unit involved in venture capital for the Intel Corporation, announced a $3.5 million investment in FPT, Vietnam’s largest software company, located in Hanoi. Earlier in that same year, the company said that it was going to build a factory for chip assembly and testing with a price tag of $300 million (San Jose Mercury News, “Intel Invests in Vietnam Software Company, October 24, 2006).</p>
<p>Other companies that have chosen to outsource to Vietnam include Nortel Networks, Bayer, Sony, Cisco, and Anheuser Bush (source: CIO.com, “<strong>Outsourcing to Vietnam</strong>”).</p>

<p>India is reputed for providing knowledgeable and skilful IT workers to many international companies working in the IT industry. Rohit Talwar, an Indian senior business advisor for international corporations investing in India said that outsourcing is still a major earner for India and is tied to the development of its IT sector. Nevertheless the country needs to pay more attention to emerging competitors, such as developing countries in Eastern Europe, Africa and other countries in Asia, like Vietnam and Pakistan.</p>
<p>In his presentation for the seminar, Nguyen Ha Phi, and IT expert who works in Silicon Valley in the US reaffirmed the issue. Phi said that the emergence of Vietnam in the IT sector has caused India to take note.</p>
<p>With rapid economic development, as well as opening access to the world IT market, Vietnam could develop its human resources in this field to compete with other countries, especially with India.</p>
<p>According to Phi, Vietnamese students learn new technologies as quickly as US students or students from more advanced countries. However, strategic thinking in tackling different tasks encountered is a problem for Vietnamese workers in any field.</p>
<p>Phi also said that knowledge outsource has become a real demand and a new trend of IT in the world. Vietnamese IT workers should grab the opportunities to develop their knowledge on working in the field to win in the competition to attract more customers for outsourcing projects.</p>
<p>Phi warned that to pull in outsourced projects is not a simple matter, as the country needs to have strong human resources as well as to gain client confidence. If Vietnam can do this, it would be a very good way for the country’s IT sector to develop as it is a highly profitable business.</p>
<p>There is a great demand on IT engineers working in patching mistakes in software packages. Phi said that patching software is better paid than software development itself.</p>
<p>Currently analysis of India’s outsource attraction has stopped short, and it is time for other emergent IT markets to grow and attract more customers.</p>
<p>Phi advised that for Vietnam to develop its IT sector, then it is necessary to raise the quality of its human resources, which would then help the country to develop services.</p>

<li>Emerging 30 Years Later<br />
April 30th, 2005 marked the 30th anniversary of the end to the Vietnam War&#8230;Have things changed? Today, Vietnam has one of the most enviable economic growth rates in the world. In the last 30 years Vietnam, a country the size of Italy with a population the size of Germany has one of the most enviable economic growth rates in the world. Interestingly, over 60% of the population is under the age of 30, which means that most of the people living in Vietnam today are too young to remember the fighting.</li>
<li>Mixing Old and New<br />
Hanoi today is a bustling city of 3.5 million, where the mixture of old and new is in constant evolution. One of the first sights to strike the first time traveler here is the amount of rubble piled in seeming random patterns around stacks of new brick &#8211; the amount of new growth construction can only be described as astounding. New streets, new office complexes and new homes are going up everywhere one looks in this key industrial and government center. Vietnamese tend to invest in land because of an old wariness of banks, driving up land prices and fueling a building boom.</li>
<li>A Global Competitor<br />
With the characteristic energy of youth, this young nation is pushing hard to build a future where Vietnam is a global competitor-and America is a top trading partner. One area in particular is in providing outsourcing services to American businesses looking for faster, better, cheaper ways to make their products from apparel manufacturing to clerical support centers, from software development services to contract computer product manufacturing to integrated circuit production. Outsourcing to an overseas company may not be appropriate for every situation, but when it does, clearly the Vietnamese want to prove that they have the capability to be a worthy business partner.</li>
<li>Opportunity Arrives<br />
Partnering with industry, the Vietnamese government is making a big push to expand their economy out of deep impoverishment at the end of the American/Vietnam war; encouraging significant investments in education, transportation, housing, and technology. Over the last several years, significant reforms, including a wide-ranging trade agreement with the US and the promise of World Trade Organization membership in 2006, have caught the attention of those looking for capable off-shore partners and foreign investments, now exceeding $30 billion. The partnership between government and industry provides important impetus to this thrust. Industrial growth has been constant at 15% annually for many years, and similar examples of extraordinary growth can be found in telecommunications and road systems. Wireless Internet cafes are popping up everywhere and everyone has a mobile phone, not unexpected in a society of thirty-somethings.</li>
<li>Competition on the Rise<br />
The Vietnamese are determined to challenge their much larger, older, and better financed competitors (India and China). Economic growth has averaged 7-8% annually for the past 8 years, earning good profits for an increasing number of private and public Vietnamese firms. Considering the state that the country was in following the war, Vietnam&#8217;s emergent growth can only be considered spectacular.</li>
<li>Modern Infrastructure<br />
As with many emerging economies, Vietnam will leap-frog the telecommunications and computing infrastructure of 30 years ago-jumping directly into advanced fiber optic cabling and wireless capabilities. And, many of the globally largest corporations have taken notice of the investment. More and more high-technology production is moving to Vietnam. Several multi-national companies such as IBM, Hewlett-Packard, Intel, and Infosys have well established contracts manufacturing computers, printers, and components. These companies are in Vietnam because of the quality of the products produced here.</li>
<li>A Capitalistic Attitude<br />
One might ask how this is possible under a communist government. Well, although the government is led by the Communist Party, the government has provided tax incentives, much like non-communist governments do, to encourage development of technology based companies and workers. Perhaps the best thing fueling their growth is the capitalistic attitude of the people. Examples of free enterprise abound, and are sanctioned and actively encouraged by this government. Of course, to make money, takes money, and the Vietnamese government has shrewdly bolstered the financial infrastructure.</li>
<li>Language Fluency<br />
Another key attribute fueling Vietnam’s growth, is its multiple language fluency. As is common in much of Asia, many Vietnamese speak multiple languages fluently, and English is often a second (or third) language of choice; making it mildly easy for a non-Vietnamese speaking American to make himself understood. And these are just a few of the clear signs that Vietnamese society is becoming more educated, more technically capable, and more globally competitive. <p>Trieu Nguyen used to teach architecture to university students in Ho Chi Minh city (Saigon), Vietnam. These days his workplace is a modern office block near the city&#8217;s airport and his days are typically spent checking technical drawings for, say, a new secondary school in the Home Counties or a student accommodation block in south London.</p>
<p>Trieu Nguyen is Technical and Compliance Manager with Atlas Industries, a young company which is intent on persuading the architectural profession in Britain of the benefits of outsourcing work half way round the world. The fifty or so architectural staff working for Atlas at its Vietnam head office work almost entirely for the UK market, producing drawings and 3D computer-generations of buildings under design. These are then transferred to and from British architects electronically, either by email or via a password protected website.</p>
<p>Offshore outsourcing, already a feature of many other industries, is the way forward for architecture as well, at least according to Atlas&#8217;s CEO Joe Woolf. His firm focuses particularly on the middle stage in building contracts, after the initial design work and before major work begins on site, when large numbers of technical drawings are required. Mr Woolf says that this is the stage where cost overruns are a significant risk and where architects&#8217; skills are not particularly profitably employed. &#8220;Drawing is not a core competence for architects,&#8221; he argues.</p>
<p>Why choose Vietnam? Mr Woolf, an expatriate Briton who worked as a manager in the oil industry in Vietnam for over ten years, says that the country is politically and economically stable and, although poor, has invested heavily in educating its population. Almost all Atlas&#8217;s Vietnamese staff are graduates, mostly with architectural backgrounds. Typical pay at Atlas, according to Mr Woolf, is about $6000 net a year, high by local standards (Vietnam&#8217;s GDP is about $400 per head), although a fraction of comparable UK salary levels.</p>
<p>Atlas claims that architectural practices can save between a third and a half of the costs normally incurred in the drawings production phase of a contract, which in turn can increase significantly the overall profitability of a contract. Interestingly, however, cost is not necessarily the only motivation for going offshore. Lloyd Stratton, chairman of the 60-strong Architects Co-Partnership practice, prefers to stress the opportunity which outsourcing brings to cope with surges in work load without the need for new permanent staff. &#8220;To be honest, I don&#8217;t see it as being less expensive. The great advantage is the ability to switch resources on when they are needed, and then to switch them off again,&#8221; he says. His firm first tried out Atlas two years ago for work on a new hangar at Luton Airport and has since used Atlas among other things to produce a walk-through animation video for a new school it is designing. As Mr Stratton points out, this work, had it been done in Britain, would have tied up highly-qualified staff.</p>
<p>Atlas was set up in Vietnam simply because that was where Joe Woolf , whose background is in civil and structural engineering, found himself living. He says that the idea for Atlas came to him after he had begun lecturing at the university and had been impressed by the students&#8217; skills and enthusiasm. The embryonic business raised an initial $1m in private equity investment and took on its first employee in 1999. Its annual turnover is now about £2m.</p>
<p>Mr Woolf is honest, however, about the problems which quickly emerged in the original business plan. &#8220;We grossly underestimated the flash-to-bang time, in other words the time it takes decision-makers to get both their heads and their hearts around the outsourcing concept,&#8221; he says. Like other start-ups, the company took time to identify its core business. Mr Woolf says they were distracted into chasing contracts in a wide variety of sectors and in several parts of the world. The firm also initially offered a software development and website production service, a business from which it has now withdrawn. What Mr Woolf now describes as &#8216;obvious business school lessons&#8217; were learned the hard way, and in the process a further $1m of investment capital was required.</p>
<p>Mr Woolf now feels confident that, in focusing on the British architecture and structural engineering sector, his company has found its niche. Atlas currently has sixteen UK architecture practices as clients, including both very small and large businesses, and it hopes this year to make an operating profit for the first time.</p>
<p>Its future growth depends, however, on persuading many more architects to look offshore. There are perhaps two obstacles to overcome. The first is the need to encourage a rather conservative profession to change its ways of working methods. Mr Woolf says that firms need to change their work culture to benefit fully from outsourcing.</p>
<p>There is another trickier, and more political, issue. Whilst Mr Woolf claims that no British jobs have been lost to Vietnam because of Atlas &#8211; he points in justification to the current shortage of skilled architectural professionals in Britain &#8211; some architects are concerned about the risk of bad publicity, particularly where PFI-funded building contracts are involved. As one architect put it, &#8220;PFI rightly or wrongly gets a lot of bad press. The idea that PFI work might be done in the Far East makes us get very nervous.&#8221;</p>
